Chișinău, 2 December 2025 – The Ministry of Education and Research of the Republic of Moldova (MER) has officially announced the initiation of comprehensive amendments to the Education Code. These reforms represent a strategic step toward establishing a modern, equitable, and inclusive education system. The amendments aim to enhance the quality of learning, expand support for educators and students. They also aim to improve access to education for children from diverse backgrounds.
The key provisions of the proposed amendments were presented by Minister of Education and Research Dan Perciun during an official press conference.
Modern Education and Inclusive Approach
Minister Perciun highlighted that the proposed changes are based on demographic analysis and current statistical data. Additionally, they include a thorough evaluation of the effectiveness of existing educational policies.
«Updating the Education Code is essential to ensure that the education system meets the real needs of children, parents, and educators», stated Minister Perciun. He added that this is necessary while addressing the challenges of today’s rapidly evolving world.
The reforms aim to balance high educational standards with inclusive practices. This ensures equitable access to quality education for all students, regardless of their individual needs or geographic location.
Key Areas of Proposed Amendments
- Support for Children from the Diaspora and Foreign Nationals
Special programs will be implemented to support Romanian language learning for children returning from the diaspora. This also applies to children of foreign nationals residing in Moldova. This initiative will facilitate their successful integration into the national education system. - Inclusive Education for Children with Disabilities
The amendments propose the creation of support groups in general education institutions for children with severe disabilities. Additionally, specialized classes will be established in auxiliary schools. Students with special educational needs will have the opportunity to learn alongside their peers while receiving targeted pedagogical support. - Enhancing the Quality of Learning and Assessment
The Ministry intends to gradually reintroduce assessments for 4th-grade students in Romanian language and mathematics. This measure will better prepare students for the transition to secondary education. It will also reduce adaptation-related stress. - Support for Educators and Young Professionals
The reforms include provisions for compensation for teaching materials for vocational education instructors. There will be employment support for young educators and researchers. Additionally, there will be improved working conditions for coaches and educators in the sports sector. - Financial Autonomy and Effective School Management
Schools with more than 400 students will gain the authority to independently plan and manage their budgets. This will enable faster responses to student needs. It will also allow the implementation of innovative educational programs, including STEM, arts, and sports initiatives. - Consolidation of the School Network and Support for Small Schools
The reform also emphasizes optimizing the school network with a focus on education quality. It includes preserving primary schools in local communities. Also, it provides transportation and financial support for students and teachers during school reorganizations.
Next Steps and Public Consultations
Over the coming two months, the draft amendments to the Education Code will be submitted for public consultation. This ensures stakeholders have the opportunity to provide input. Final approval of the amendments is expected no earlier than February 2026.
