Moldova and Ukraine Launch Negotiations on a Bilateral Pension and Social Security Agreement

The Honorary Consulate of the Republic of Moldova in Dnipro announces that the Government of the Republic of Moldova has officially approved the start of negotiations with Ukraine. They aim to conclude a bilateral agreement on social protection. This important initiative aims to safeguard the social rights of citizens from both countries who have worked or are currently employed across the Moldovan – Ukrainian border.

Purpose of the Agreement: Ensuring Access to Pensions and Social Benefits

The proposed agreement seeks to guarantee that Moldovan citizens employed in Ukraine and Ukrainian citizens employed in Moldova can receive pensions and other social benefits. These benefits will be based on their accumulated employment and social insurance contributions.

Protection of Social Rights Across Borders

Once the agreement enters into force, individuals who have contributed to either country’s social insurance system will be entitled to claim their pension and social security benefits. This applies regardless of their current place of residence.

This arrangement will establish a unified and efficient framework for cooperation between the competent authorities of Moldova and Ukraine. It ensures mutual recognition of employment periods. It is estimated that approximately 20,000 citizens will benefit directly from the new agreement.

Building on Moldova’s International Social Partnership Experience

The Republic of Moldova has already signed 20 similar social security agreements. These are with countries such as Spain, Italy, Germany, Portugal, and the Czech Republic. These international arrangements provide Moldovan citizens working abroad with fair access to pensions and social assistance. They ensure continuity of social protection throughout their professional careers.

Strengthening Bilateral Relations Between Moldova and Ukraine

The future Moldova – Ukraine Social Security Agreement represents a significant step toward deepening the strategic partnership between the two neighboring nations. Beyond its direct social impact, the agreement will promote economic cooperation. It will also enhance labor mobility and contribute to the overall social stability of both states.
