The Bureau for Diaspora Relations Announces the 2026 «DAR 1+3» Program Project Competition

The Honorary Consulate of the Republic of Moldova in Dnipro announces that the Bureau for Diaspora Relations of the State Chancellery of the Republic of Moldova has launched the 2026 edition of the Diaspora Acasă Reușește «DAR 1+3» Program project competition.

The «DAR 1+3» Program aims to strengthen the connection between the Moldovan diaspora and their home communities, promote the socio-economic development of towns and villages across Moldova, and support initiatives that improve the quality of life for local residents.

Eligibility and Participation

The competition is open to:
● First-level Local Public Authorities (LPAs);
● Diaspora associations and members, as well as citizen initiative groups residing abroad or having returned;
● Development partners and donors interested in providing non-reimbursable funding.

Projects must be submitted in partnership between LPAs and the diaspora, with the possibility of mobilizing additional resources from development partners.

Applications will be accepted from 27 January 2026 to 28 February 2026, until 23:59.

Objectives of the «DAR 1+3» Program

The program is designed to:
● Promote the development of rural and urban communities in Moldova by leveraging human and financial capital from the diaspora;
● Maintain strong connections between diaspora members and their home communities through local project implementation;
● Increase diaspora engagement in socio-economic development at the local level;
● Facilitate knowledge transfer and best practices from the diaspora through mentorship, training, and partnerships.

Project Financing

Projects are funded under the «1+3» formula, involving cooperation among:
● The Government of the Republic of Moldova;
● Local Public Authorities (LPAs);
● Development partners and donors;
● The diaspora and citizen initiative groups.

Eligible Areas for Funding

Projects may receive support in the following sectors:
● Infrastructure: roads, schools, kindergartens, cultural centers, and recreational areas;
● Environmental Protection: pollution prevention and waste management;
● Economic Development and Tourism: regional markets, online platforms for local products, rural guesthouses;
● Energy Efficiency: solar panels, street lighting, building insulation;
● Culture: heritage, museums, cultural centers, and festivals;
● Education and Youth Programs: children’s programs, digital tools, sports initiatives, and summer camps;
● Social Protection and Inclusion: medical and social centers, community kitchens, and social enterprises for vulnerable groups.

Evaluation Criteria

Projects will be assessed by the DAR 1+3 Program Evaluation and Oversight Committee based on:
● Relevance and socio-economic impact of the project;
● Level of diaspora involvement in project initiation and implementation;
● Quality and comprehensiveness of the project proposal;
● Previous experience in implementing local development projects;
● Sustainability and long-term benefits for the community.

The list of selected projects will be approved by a Government Decision of the Republic of Moldova.

Important Notes

● LPAs that received funding under the program during the previous two editions are ineligible to apply in 2026.
● LPAs that have not fulfilled obligations regarding diaspora or partner contributions are also ineligible.
● The lead applicant may submit applications for multiple communities, but only one project per community.

The «DAR 1+3» Program offers Moldovan communities a unique opportunity to combine diaspora and partner resources, fostering sustainable development and improving the quality of life for local residents.
