The Ministry of Education and Research of the Republic of Moldova will continue the implementation of the National Romanian Language Learning Program 2026 – 2028, a comprehensive national initiative aimed at strengthening Romanian language proficiency, promoting social cohesion, and fostering civic integration.
The draft Program is currently undergoing the formal approval process. It aligns with the national strategic frameworks «European Moldova 2030» and «Education 2030», and has been developed in accordance with the provisions of the Education Code of the Republic of Moldova.
Romanian Language Proficiency and Alignment with CEFR Standards
A central objective of the National Romanian Language Learning Program 2026 – 2028 is to enhance practical communication skills in Romanian across all levels of education.
Teaching, learning, and assessment methodologies will be aligned with the Common European Framework of Reference for Languages (CEFR), ensuring transparency, comparability, and quality standards in Romanian language education.
Key priorities include:
● strengthening oral communication skills in Romanian;
● promoting the active use of the Romanian language throughout the educational process;
● encouraging the application of Romanian in social, academic, and professional contexts.
This approach reinforces functional language acquisition and supports long-term linguistic integration.
Support for National Minorities, Diaspora Returnees, and Refugees
The National Romanian Language Learning Program 2026 – 2028 introduces targeted linguistic and educational support measures for:
● representatives of national minorities in the Republic of Moldova;
● citizens returning from the Moldovan diaspora;
● refugees;
● children and students from diverse linguistic and cultural backgrounds.
The Program provides curriculum adaptation, individualized learning pathways, and structured interventions designed to reduce educational disparities and facilitate integration into the national education system.
Dedicated remedial programs will also be implemented for Russian-speaking students to improve academic performance, particularly in gymnasium graduation assessments and the national Baccalaureate examination.
Multilingual Education and Teacher Training Reform
The development of multilingual education is a strategic priority within the National Romanian Language Learning Program 2026 – 2028. The Program supports the expansion of the CLIL approach (Content and Language Integrated Learning) in institutions where instruction is provided in the languages of national minorities.
Additional measures include:
● modernization and digitalization of Romanian language learning resources;
● establishment of a unified national system for training teachers of Romanian as a non-native language;
● upgrading educators’ professional language proficiency to the C1 level in accordance with CEFR standards;
● implementation of motivational policies and continuous professional development initiatives.

Incentives and Support for Young Education Professionals
To ensure the long-term development of Romanian language instruction, the Program introduces measures to attract and retain young professionals in the education sector, including:
● increased scholarships for students specializing in Romanian Language and Literature;
● structured employment support mechanisms;
● financial incentives for teaching in regions where Romanian is not the majority language.
These measures are designed to address regional disparities and strengthen educational capacity nationwide.
Systemic Implementation and Results-Based Monitoring
The National Romanian Language Learning Program 2026 – 2028 covers all levels of education in the Republic of Moldova – from preschool and vocational education to higher education and adult learning.
Enhanced monitoring and evaluation mechanisms will support data-driven policymaking, ensuring measurable outcomes in Romanian language proficiency, educational equity, and social integration.
