Chernivtsi, Ukraine – August 8, 2025 – The city of Chernivtsi hosted the Fourth Trilateral Meeting of the Foreign Ministers of the Republic of Moldova, Ukraine, and Romania. This marked a significant milestone in strengthening regional cooperation. It advanced the European integration agenda.
The Republic of Moldova was represented by Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi. Ukraine was represented by Minister of Foreign Affairs Andrij Sybiha. Romania was represented by Minister of Foreign Affairs Oana-Silvia Țoiu.
Expanded International Participation
For the first time in this format, the discussion was joined online by Poland’s Minister of Foreign Affairs Radosław Sikorski. Lithuania’s Minister of Foreign Affairs Kęstutis Budrys also joined online. This broadened the dialogue and demonstrated strong international support for the regional cooperation initiatives of Moldova, Ukraine, and Romania.
Key Priorities on the Trilateral Agenda
The ministers addressed a wide range of strategic priorities aimed at strengthening security, connectivity, and economic resilience in the region:
● Economic cooperation and modernization of border infrastructure to facilitate trade and mobility;
● Energy security and diversification of supply sources;
● Combating disinformation and hybrid threats;
● Promoting regional stability, security, and peace.
European Union Accession of Moldova and Ukraine
A central focus of the meeting was the accession process of the Republic of Moldova and Ukraine to the European Union. Romania reaffirmed its unwavering political and diplomatic support for both countries on their European path.
“The accession of the Republic of Moldova and Ukraine to the European Union will make a substantial contribution to building a united, peaceful, and secure Europe. Peace for Ukraine means peace for the Republic of Moldova as well,” stated Mihai Popșoi.
Strategic Infrastructure Development
The discussions also covered major cross-border infrastructure projects. This included the planned construction of four new bridges. These constructions aim to enhance connectivity and provide direct access to the European Union market.
Commemorating Shared Heritage and Sacrifice
As part of the official program, the ministers laid flowers at the “Heavenly Hundred Heroes” Memorial and at the monument to Mihai Eminescu. This honored the memory of those who contributed to the shared history and cultural heritage of the region.
Joint Declaration and Future Cooperation
The meeting concluded with the signing of a Joint Declaration. The declaration reaffirmed the shared values, mutual solidarity, and continued support for Ukraine for as long as necessary. The ministers agreed to maintain close coordination on foreign policy, economic development, and security. They aim to advance their common vision of a stable, prosperous, and integrated Europe.
