Starting in January 2026, the Republic of Moldova takes a decisive step forward in its integration with the European Union. Moldovan citizens will be able to use mobile roaming across EU countries at national rates under the «roam like at home» principle.
This landmark decision significantly simplifies mobile communication for both individuals and businesses, making international connectivity more accessible, convenient, and cost-effective.
EU Council Decision and New Roaming Rules
Adopted by the Council of the European Union on 25 July 2025, the decision enables:
● Moldovan citizens in EU member states to make calls, send messages, and access mobile internet without additional charges;
● terms equivalent to Moldova’s national tariffs;
● EU citizens in Moldova to use mobile services under the same conditions.
Main Advantages of the New Roaming Rules
- Consistent Quality and Speed – mobile services retain the same reliability and performance as on the domestic market.
- Free Access to Emergency Services – available regardless of the user’s location.
- Improved Accessibility for Citizens and Businesses – international communication becomes simpler and more predictable.
These measures enhance the reliability and transparency of mobile services, support business development, and foster international tourism.
Advancing Moldova’s European Integration
For the Republic of Moldova, this initiative represents a critical milestone in the gradual economic integration into the European Union’s single market, as envisaged in the EU-Moldova Association Agreement.
The 2026 roaming benefits complement the 2024 agreement, which already significantly reduced roaming costs for citizens and businesses, underscoring Moldova’s commitment to applying European standards in everyday life.
